The somewhat isolated population of Common/Mew Gulls in the Russian Far East are sometimes regarded as a full species. These birds are fairly localised but the Zhupanova River (c80 miles north of Petropavlovsk-Kamchatskiy) is probably amongst the most reliable sites and this is where this photo was taken.
